This is in the middle of the 5 billion level 50 quests. You may need to do Bowl of Embers Hard first. It, Howling Eye Hard, and The Navel Hard are all required for MSQ progression at some point, and you have to unlock them in order iirc. I must not be that far in the quest line then.
